About dairy activity he says that milk supplied to the dairies is the milk that is taken away from the infants' months. He wanted to know if any coercion was used against the milk suppliers. As for the forfeiture (of land) notices, Gandhiji says that they are vindictive and should be withdrawn.

Gandhiji, in continuation of his letter dated 15-2-1918, says that he would not leave Gujarat till he completed the investigation about failure of crops in Kaira. He thinks that convincing proof has not been placed before Mr. Pratt to decide otherwise about collection of land revenue. Even though, M/S Parekh and Co. and Deodhar and Co. have not been able to stand the fire of cross examination, Gandhiji felt that the truth is on their side. There are some facts which we may not be able to prove. But there is a popular belief re:failure of crops which should be investigated. Gandhiji would like to do it, for it is a duty that he owes to the people of Kaira, to Gujarat Sabha (of which he was the President), and also to the Government Gandhiji says that he has no desire to produce a useless agitation. He expects that the collector of Kaira will give him all information and facilities to conduct the investigation. Also, Gandhiji will now attend the Governor's Durban, the invitation to attend which Gandhiji had previously declined because of his programme in Delhi. Gandhiji requests that collection of land revenue may be postponed at least till his investigation is over.

Referring to the question of withholding payment of revenue assessment in cases where the crops have failed, Gopladas Desai says that such steps are unlawful and had advised the agriculturists' meeting at Ahmedabad not to have recourse to such extreme steps. According to him, the state is the owner of the land and the agriculturists have the right of occupancy only on the condition of regular payment of land revenue. The amount of land revenue is of the nature of rent and not of tax payment, and hence not dependent upon quality of crops or failure of crops. However, the collector would consider with sympathy if cases deserving of relief were brought to his notice.

I find that crops have been 7.5 annas, while as you put it at 2.75 annas. About Mhowra trees, so far people were intrested in them because they yeilded liquor and not for food purposes. Mhowra trees fetch value as wood and also as building material. We calculate Annawari not by fields but for the whole village, which gives a view of the general situation of the village as a whole. If a farmer raises two crops in one and the same year, one Kharif and then Rabi, he is getting double benefit, without spending much for the second crop. Fieldwise calculations may lead to absurdities. If in this year the Kharif crop was bad because of excessive rain, it really helped in geting a good Rabi crop.

Gandhiji also wrote to the Vice-roy that if England believes in secret treaties, then the war that they are carrying on can never be on moral grounds. But the Vice-roy pleaded that Gandhiji should attend the meeting and say at the meeting whatever he wants to say. Meeting of the Man-power Committee, 50000 to be recruited for the army. Tilak wrote that he would not come as the invitation was received so late that no train would reach him there in time. Request for arranging to send parcel of mangoes of Alfonso variety to Rabindranath Tagore as he was ill.

The sale did not take place on the appointed date. It the crop is not cut immediatedly, it may be destroyed because of imminent rainfall. Hence, Gandhi had advised the cultivator to remove the crop. The act should not be treated as theft as mentioned in a fresh notice to the cultivator.
